EC: Report on Bulgaria and Romania under CVM
Overview:
When Bulgaria and Romania joined the EU in January 2007 a Co-operation and Verification Mechanism (CVM) was set up to monitor progress in tackling judicial reform and the fight against corruption and organised crime. The European Commission (EC) issued its latest Report under the CVM this week. According to it, in Bulgaria some momentum has been generated since the last Report which is yielding initial results. Individual actors have taken steps to tackle these problems. However, there is not yet a broad political consensus or convincing strategy to resolve these issues. Romania has made significant progress since the last Report, but a web of legislative amendments and emergency ordinances makes the judicial process complex and contradictory and results from an overly politicised process.
